It is an ambitious roadmap, designed to unfold over a ten-year horizon, aiming to turn justice into a truly high social value public service\u2014accessible, effective, and sustainable. Far from being a mere technical reform, <strong>Justice 2030 is a commitment to transform the system by focusing on areas with the greatest structural impact<\/strong>, with a people-centred vision and co-governance involving the autonomous communities.<\/p>\n<p>This plan is part of the broader <strong>Recovery, Transformation and Resilience Plan<\/strong>, and is oriented towards a more efficient, digitalized, interoperable justice system capable of responding quickly to society\u2019s evolving needs. Rather than attempting to change every component of the system, <strong>it targets those key elements whose reform can trigger systemic improvements across the justice ecosystem<\/strong>.<\/p>\n<h3>A Line of Legislative Continuity<\/h3>\n<p>In recent years, we\u2019ve seen how this strategy has taken shape through several high-level regulations:<\/p>\n<ul>\n<li><strong>Royal Decree-Law 5\/2023, of 28 June<\/strong><\/li>\n<li><strong>Royal Decree-Law 6\/2023, of 19 December<\/strong><\/li>\n<li><strong>And more recently, the Organic Law on Measures for the Efficiency of the Public Justice Service<\/strong><\/li>\n<\/ul>\n<p>This latest law not only embraces the spirit of the <strong>Justice 2030 Plan<\/strong>, but <strong>also consolidates it as a national project<\/strong>, with a special focus on the implementation of <strong>Appropriate Dispute Resolution Methods (ADRMs)<\/strong>, also known internationally as ADR (Alternative Dispute Resolution). This area is considered <strong>a core element in achieving greater procedural efficiency and fostering more dialogical justice<\/strong>.<\/p>\n<h3>Towards a More Efficient and People-Centred Justice System<\/h3>\n<p>The <strong>Justice 2030 Plan<\/strong> acknowledges that the main challenges in justice (lack of resources, organizational issues, and governance deficits) cannot be addressed in isolation. Therefore, it proposes <strong>a joint strategy that connects solutions across all three areas<\/strong>, with targeted funding and co-governance mechanisms involving both the Ministry of Justice and the competent autonomous communities.<\/p>\n<p>In addition, the plan advocates for:<\/p>\n<ul>\n<li><strong>Smart digitalization of procedures<\/strong><\/li>\n<li><strong>Interconnection of systems and data<\/strong><\/li>\n<li><strong>Bringing justice services closer to citizens<\/strong>, particularly vulnerable groups<\/li>\n<li><strong>And opening up to collaborative and restorative forms of conflict resolution<\/strong>, such as mediation, conciliation, and restorative justice<\/li>\n<\/ul>\n<h3>An Opportunity for Conflict Resolution Professionals<\/h3>\n<p>For those of us working in conflict resolution, the <strong>Justice 2030 Plan offers a window of opportunity to establish ADRMs within the judicial system<\/strong>, not as a secondary option, but as a <strong>complementary, efficient, and respectful pathway that honours the will of the parties involved<\/strong>. This evolution towards a more dialogical justice system not only helps reduce the burden on the courts but also strengthens public trust in the system and promotes a culture of responsibility and consensus.<\/p>\n<p>Ultimately, <strong>Justice 2030 does not propose a change of model, but rather an evolution of the existing one<\/strong>, making it more inclusive, more agile, and more connected to social realities.
